NEIIA information directive on ESG clearance

Why clearance is required, and how it is earned.

Companies in Nigeria's energy and industrial sectors evidence their environmental, social and governance posture with one certificate. This page is the whole requirement in plain words: what is measured, what happens after you apply, and what the certificate is worth.

Why it matters

Three doors that a current clearance keeps open.

Contracts and grants

Federal and state procurement in the energy sector asks for a current clearance number. Without one, a bid or a grant application cannot be scored.

Operating licences

High risk sites can have an operating licence suspended when clearance lapses. Renewal before expiry keeps the licence untouched.

Green finance

Lenders and development partners read the clearance as evidence of ESG posture before pricing a green line or a guarantee.

What is measured

Four figures for your latest reporting period.

Each captures one dimension of the operation. No figures? Choose an on-site observation in the application and an evaluator collects them, for an added on-site fee.

Lower is better

Carbon Emission Intensity

Unit: gCO2e / kWh

Grams of carbon-dioxide-equivalent emitted per kilowatt-hour of energy used or produced.

Higher is better

Energy Efficiency Index

Unit: %

How efficiently your operation converts energy input into useful output.

Lower is better

Grid Deficit Drawdown

Unit: MW

The load your operation draws from the national grid during deficit periods, in megawatts.

Formal is better

Waste Disposal Rate Classification

How your waste is handled, from formal, regulated disposal through to informal channels.

What happens after you apply

Six states from draft to certificate, and two side roads.

  1. 1
    Draft
Started, not yet paid. Edit freely.
  2. 2
    Awaiting payment
Quote locked at today's schedule; payment initialised.
  3. 3
    Submitted
Payment confirmed; the package joins the queue.
  4. 4
    Under review
A NEIIA evaluator screens the figures and reads the package.
  5. 5
    Approval pending
Issue recommended; a second officer must authorise it.
  6. 6
    Approved
Certificate issued, valid twelve months, verifiable by number.
Revision requested
Something is missing. You get the reasons, correct it, and re-submit. A re-submission never costs a second payment.
Refused
Not cleared, with the basis recorded on the public decision record. A new application can be started at any time.
Questions people ask

Before you apply.

  • Do I have to pay before NEIIA reviews my application?

Yes. The audit is a paid clearance, so the package is only sent for review once your payment succeeds. Your payment reference is stored against the application.

  • I was asked for a revision, do I pay again?

No. Re-submitting after a revision request does not require a second payment.

  • How do I correct my company name or RC number?

The profile fields in the wizard are read only. Contact NEIIA through your portal messages; profile changes are recorded, not overwritten.

  • Can I replace the audit file after uploading it?

Yes, while the application is a draft or in revision. The earlier file stays in the vault; the application points at the new one.

  • Where do I find my certificate and when does it expire?

Once approved, open it from your portal. It shows the certificate number, issue date and expiry date, and anyone can verify it by number. Renew before expiry to keep your clearance current.

  • Who issues the certificate?

The Federal Ministry of Environment, administered by NEIIA. Every issue and every refusal is signed by two officers and published on the decision record.
